Tuesday night all five candidates celebrated his win - in a show of unity.
"In the campaign, I knocked on Gwenn Mason's door, we had a cordial conversation and I think we both understand we're going to have a long and interesting fall," Cleaveland said.
Gwen Mason, who already has the Democratic nomination, says she's ready for a good race.
"I congratulate him and look forward to a spirited discussion of the issues, but I would offer my congratulations to all five gentleman," Mason said.
Cleaveland has been a resident of the Roanoke Valley for 30 years. This is his first turn at politics. Mason has served two terms on Roanoke's city council.
