Lynchburg, VA - Women around the Lynchburg area have been on high alert, after reports of a serial flasher, but now the Lynchburg Police (web) Department says they have their man.

They arrested Joel Michael Wooldridge, 38, of Monroe on Wednesday afternoon. He is charged with several incidents of indecent exposure.

He has been charged with four counts of indecent exposure, breaking and entering with intent to commit a misdemeanor, and trespassing.

The incidents had been happening since October 8, usually in the morning hours, and police say he was getting more brazen. The suspect had been seen on the campuses of Lynchburg College (web) , Randolph College (web) , and Central Virginia community college, as well as in the Boonsboro and Langhorne Road area.

The college campuses had emergency policy in place to alert students of danger. And police say the surveillance tape at CVCC led to the arrest.

Don Sutton with Central Virginia Community College said, "We were able to track down on our campus cameras the individual coming through down Harvard Road through college campus parking lot going into the building, going upstairs and into the bathroom where the incident did occur.”

After that campus police took action and sent emergency alerts to students.

“We were able to react immediately,” Sutton said.

Across town, Randolph College experienced the same thing last week.

A student reported seeing a man expose himself on campus during the middle of the day. Like CVCC they alerted students within minutes.

Spokesperson for Randolph College, Brenda Edson, said, "When the incident happened we sent out emails letting students know there was a suspicious person on campus. And as it progressed that was immediate.”

Students say they are surprised, but not shaken by the news of a flasher on their campus.

“It's not really a scary thing that he did that it's more of an invasion of privacy. More than it is scary,” CVCC student Kristina Jarrell said.
