The papers are in. 5th District Congressman Virgil Goode (web) filed a petition Tuesday, asking for a recount after the state board of elections certified Tom Perriello as the winner. The next step: both sides will meet for a preliminary hearing within the next ten days.
Luis Abreu, Danville Attorney - "At the preliminary hearing, the parties appear with their counsel and representatives and they're given a preliminary view of the election results, the machines and the ballots that were cast."
Only after the hearing, can the recount begin. Officials will *hand count* the paper ballots. As for touch screen ballots, which is the method used in most of the 5th District, officials will look at the total "tapes" printed out at the end of the night. For optical scan machines, officials will re-run the ballots through the machine.
The entire process could take up to a month.
