Botetourt Co., VA - Charges were certified against Buchanan's former fire chief.

Billy Joe Carter is charged with rape and now his case heads to a grand jury.

The Botetourt County Commonwealth's attorney says the incident happened in early November with a female acquaintance.

Carter stepped down earlier this year after being charged in two different incidents this summer, including an assault charge at the Buchanan Fair.

Those charges have been dropped.
