Update: Satterfield Wins Halifax Co. School Board Seat in Drawing

Halifax Co., VA - It was a history making moment - marked by cheers and a few tears - when incumbent Fay Satterfield became the first school board member in Halifax County elected by chance.

After placing both candidates' names in a black box, within seconds, they had a winner.

"I had no idea what to expect. We put it in the Lord's hands, " Satterfield said, standing with her husband and Halifax County School Board Chair Kim Farson.

Satterfield was first elected to the board in 2009. Her opponent, Rita Best, has been a teacher for more than 34 years.

Both women didn't know what to think when they found out weeks of campaigning would end this way, but they took it in stride.

"I feel fine with the decision. Just the luck of the draw," Best said. 

It's a first for registrar Judy Meeler as well.

"I was surprised, I really was, but I contacted the State Board to make sure we really were following the right procedures in how to resolve the tie," Meeler said.

According to the Code of Virginia, in an election resulting in a tie - whether it be school board or even delegate - the tie must be broken "by lot" (drawing from a box, flipping a coin, or any other game of chance).

"Either way, it's 50/50, " Meeler said.

Satterfield, who says she's not a gambling woman, is just glad these odds ended up in her favor.

"I'm just glad it's over and I can continue my school visits, and just do what all I've been doing," Satterfield said.

Update: 11:00 a.m.:

Halifax Co., VA - In Halifax County, officials chose the winner of a school board seat out of a hat Friday morning.

Fay Satterfield won the drawing for the District Six seat. The incumbent was running against Rita Best, and the election ended in a tie on Tuesday night. That was unchanged following a Wednesday vote canvass.

So, according to the Code of Virginia, a tie must be broken by way of chance, like a drawing.

Halifax Co., VA - The winner of a Halifax County school board seat will be decided by drawing a name out of a hat.

Election District Six - between Rita Best and incumbent Faye Satterfield - ended in a tie Tuesday night.

That was unchanged following a Wednesday vote canvass. So, according to the Code of Virginia, a tie must be broken by way of chance.

The electoral board has decided to draw from a hat tomorrow morning at 10 a.m..
