Franklin County Men Charged With Making Porn With Runaway

Rocky Mount, VA - A Franklin County man will have his charges sent to a grand jury in a case that involved the alleged drugging and sexual abuse of a Roanoke-area teenager.

Michael Cameron Hill, 21, waived his preliminary hearing Tuesday in Franklin County, acknowledging there is enough evidence to go forward.

Hill is charged in Juvenile and Domestic Court with one charge of producing child pornography.

Hill joins 44 year old Donald Wayne Ingram Jr., of Franklin County, who is charged in connection with the case in federal court.

Ingram is alleged to have picked up the then 16 year old, who had run away from home, and then later made videos of the boy engaged in sex with a masked man.

The boy had allegedly been given drugs and alcohol.

Federal prosecutors decided to go after Ingram because they say he transported the teen for the purpose of sexual exploitation.

"The state guidelines do not come back nearly as significantly as federal ones and they decided with the person they felt was most culpable they wanted to punish most harshly and that's in agreement with us. We certainly want that to happen also," said Franklin County Commonwealth's Attorney, Tim Allen.

The teenager was allegedly assaulted in a home just outside of Rocky Mount town limits last fall.

He was eventually found a week after vanishing, in North Carolina, and returned to the Roanoke Valley which is when the investigation got underway.
